MSME / Udyam
Requirements

What Is Udyam Registration?

Udyam Registration is the Government of India’s official registration system for eligible Micro, Small and Medium Enterprises (MSMEs). It replaced the earlier Udyog Aadhaar registration system and provides an enterprise with a permanent Udyam Registration Number and an online Udyam Registration Certificate.

The MSME classification is based on a combined investment and turnover criterion. From 1 April 2025, the limits are ₹2.5 crore investment and ₹10 crore turnover for Micro enterprises, ₹25 crore and ₹100 crore for Small enterprises, and ₹125 crore and ₹500 crore for Medium enterprises.

Udyam Registration is free, paperless and based on self-declaration. The official portal states that there is no government fee for registration, and no documents are required to be uploaded during the registration process. Aadhaar is required, while PAN and applicable GST-linked information are integrated with government databases.

Once registered, the enterprise receives a permanent registration number, and the certificate contains a dynamic QR code that can be used to access the enterprise’s registration details. There is also no requirement for periodic renewal of Udyam Registration.

Important: Udyam Registration is not the same as company incorporation, GST registration or a business licence. It establishes an enterprise’s MSME status; other registrations may still be required depending on the nature and activities of the business.

The appropriate registration or licence depends on the nature of your food business, activities, scale and applicable requirements. Before applying, ensure that your business details, food activities and supporting documents accurately reflect your actual operations. This can help avoid unnecessary corrections, delays or compliance issues later.

MSME Classification & Eligibility

MSME classification under the Udyam Registration framework is determined using a composite criterion of investment in plant and machinery/equipment and annual turnover. The revised classification has been applicable from 1 April 2025.

MSME Category
Investment in Plant & Machinery / Equipment
Annual Turnover
Micro Enterprise
Up to ₹2.5 crore
Up to ₹10 crore
Small Enterprise
Up to ₹25 crore
Up to ₹100 crore
Medium Enterprise
Up to ₹125 crore
Up to ₹500 crore

Composite Eligibility

Both investment and turnover are considered together for classification. An enterprise does not qualify for a particular category merely because it satisfies only one of the two limits.

Manufacturing & Service Enterprises

The MSME classification framework applies to eligible enterprises engaged in manufacturing and service activities. The applicable investment and turnover limits are the same for both categories.

Reclassification as the Business Grows

As investment or turnover changes, an enterprise's MSME classification can move to a higher category when the prescribed limits are exceeded. Udyam classification therefore reflects the enterprise's current financial and investment position.

Aggregation Across PAN

For classification purposes, entities with GSTINs linked to the same PAN are treated collectively, with investment and turnover considered on an aggregate basis under the applicable rules.

Professional Insight

Before applying for Udyam Registration, verify your investment, turnover, PAN and GST-linked information so the enterprise is classified correctly under the current MSME thresholds. The official Udyam portal also states that PAN and applicable GST-linked information are integrated with government databases

Documents & Details Required for Udyam Registration

Aadhaar Details

An Aadhaar number is required for Udyam Registration. For a proprietorship, it is the proprietor's Aadhaar; for a partnership, the managing partner's; and for an HUF, the Karta's. Udyam Registration

PAN Details

The applicant needs the applicable PAN details of the enterprise or owner. PAN-linked information is used for verification and MSME classification.

GSTIN Details

Where GST registration is applicable, the GSTIN is required. For companies, LLPs, societies, trusts and cooperative societies, the organisation or authorised signatory provides the applicable PAN and GSTIN along with Aadhaar.

Business & Organisation Details

The application requires information such as the type of organisation, enterprise name, official address, plant/unit details and business activities. These are part of the online Udyam application process.

Investment & Turnover Information

Investment and turnover information is used to determine the applicable Micro, Small or Medium classification. Much of this information is integrated from government databases where available.

Process

Udyam Eligibility Assessment

Before applying for Udyam Registration, an enterprise should first confirm that it falls within the applicable MSME classification criteria. The current framework uses a composite assessment of investment in plant and machinery/equipment and annual turnover. The revised limits apply from 1 April 2025.

  • Business Activity Review —Identify whether the enterprise carries out manufacturing, services or other eligible business activities and ensure the activities are correctly represented in the Udyam application.

  • Investment & Turnover Check —Review the enterprise’s investment and annual turnover against the applicable Micro, Small or Medium limits.

  • PAN & Aadhaar Verifications — Udyam Registration uses Aadhaar and PAN-linked information for verification. The Aadhaar requirement depends on the entity structure—for example, the proprietor, managing partner or Karta, while companies and LLPs use the authorised signatory’s Aadhaar along with the organisation’s PAN and applicable GSTIN.

  • GSTIN Assessment — Where GST registration is applicable, the relevant GSTIN information should be correctly linked to the enterprise. GST-linked data can be integrated with government databases for Udyam classification.

  • Classification Review —An enterprise should assess both criteria together rather than relying on turnover or investment alone. The applicable category may change as the enterprise grows and its investment or turnover changes.

Udyam Registration Details Preparation

Before starting the Udyam application, businesses should keep the required personal, enterprise and business activity details ready. The official Udyam application is online, paperless and based on self-declaration, so documents generally do not need to be uploaded.

MSME Benefits
& Business Support

Benefits of Udyam Registration

Udyam Registration gives an eligible enterprise formal recognition as an MSME and can help it access MSME-focused schemes, credit facilities and government support, subject to the conditions of each scheme or programme.

Official MSME Recognition

Get formal recognition as a Micro, Small or Medium Enterprise through the Government of India's Udyam framework.

Better Access to Credit

Udyam registration can support eligibility for Priority Sector Lending classification for qualifying MSMEs, subject to applicable RBI and lending criteria.

Access to MSME Schemes

Registered MSMEs may be able to access eligible Ministry of MSME schemes and support programmes, depending on the specific scheme's conditions.

Delayed Payment Protection

Eligible micro and small enterprises can use the MSME Samadhaan mechanism for complaints relating to delayed payments, subject to the applicable legal requirements.

Credit & Business Development Support

Udyam formalisation can support access to MSME-oriented financing and development programmes. For example, the government continues to operate MSME initiatives covering credit support, ZED certification, Lean, technology, market access and other business-development programmes. Eligibility depends on the particular scheme, enterprise category and other conditions.

Important 2026 Note

Udyam Registration does not automatically guarantee a loan, subsidy, government contract, tax exemption or other financial benefit. The enterprise must separately satisfy the eligibility criteria of the relevant scheme, lender, tender or statutory mechanism. The official Udyam portal itself describes registration as a formal MSME identification mechanism rather than an automatic entitlement to every MSME benefit. Udyam Registration

Professional Insight

Udyam Registration is an important part of MSME formalisation, but it should not be treated as a substitute for other business registrations or licences. Your MSME status, business structure, tax registrations and sector-specific compliance should be evaluated separately. For example, an eligible enterprise may obtain Udyam Registration for MSME recognition while also requiring GST Registration for applicable GST obligations. A new entrepreneur may first need Business Registration in India or a specific structure such as Private Limited Company Registration or LLP Registration in India. Sector-specific compliance should also be assessed separately. For example, a food business may require FSSAI Registration, while a business selling products online may need to review GST for E-commerce Sellers and other applicable requirements.

Udyam Registration for Startups & Small Businesses

Udyam Registration can be useful for eligible startups, small businesses and growing enterprises that fall within the current MSME classification. Eligibility is based on the composite criteria of investment in plant and machinery/equipment and annual turnover, rather than simply the age of the business. The current thresholds apply from 1 April 2025

Startups

A newly established business can apply for Udyam Registration when it qualifies as a Micro, Small or Medium Enterprise. Udyam Registration is separate from DPIIT Startup Recognition.

Small Businesses

Retailers, service providers, manufacturers and other eligible small enterprises can obtain MSME recognition through Udyam Registration, subject to the applicable classification criteria.

Growing Enterprises

As the business grows, its MSME classification can change when the prescribed investment or turnover limits are crossed. The current limits are ₹2.5 crore / ₹10 crore for Micro, ₹25 crore / ₹100 crore for Small, and ₹125 crore / ₹500 crore for Medium enterprises.

Simple Digital Registration

The official Udyam process is online, paperless and based on self-declaration, with no government registration fee. A permanent Udyam Registration Number and online certificate are issued after successful registration.

Udyam Registration for Manufacturers & Service Providers

Udyam Registration is available to eligible enterprises engaged in manufacturing and service activities. Under the current MSME framework, there is no separate investment/turnover classification for manufacturing versus services; both are classified using the same composite criteria of investment in plant and machinery/equipment and annual turnover.

Manufacturing Enterprises

Manufacturers involved in producing, processing or otherwise carrying out eligible manufacturing activities can obtain Udyam Registration, provided they fall within the applicable MSME classification.

Service Providers

Eligible businesses providing professional, technical, consultancy, IT, transport, hospitality and other services can also register under the Udyam framework. The official MSME dashboard separately tracks manufacturing, services and trading activities.

Same MSME Classification

For both manufacturing and service enterprises, the current limits are:

MSME Category
Investment in Plant & Machinery / Equipment
Annual Turnover
Micro Enterprise
Up to ₹2.5 crore
Up to ₹10 crore
Small Enterprise
Up to ₹25 crore
Up to ₹100 crore
Medium Enterprise
Up to ₹125 crore
Up to ₹500 crore

MSME Schemes, Loans & Government Benefits

Udyam Registration can help an eligible enterprise establish its formal MSME identity, which may be relevant when applying for government schemes, credit-support programmes, procurement opportunities and other MSME initiatives. However, Udyam Registration itself does not guarantee a loan, subsidy or government benefit; each scheme has its own eligibility and application conditions.

Credit & Loan Support

Eligible Micro and Small Enterprises can benefit from credit-support mechanisms such as the Credit Guarantee Scheme operated through CGTMSE, under which eligible lending institutions can receive credit guarantees for qualifying MSE loans. The guarantee is provided to the lender; it is not an automatic loan approval for every Udyam-registered business.

PMEGP & New Enterprise Support

The Prime Minister's Employment Generation Programme (PMEGP) supports eligible new enterprises through a credit-linked subsidy mechanism. Current PMEGP rules require new units to be registered on the Udyam Portal before physical verification and adjustment of the margin-money subsidy.

Government Procurement & Market Access

Eligible Micro and Small Enterprises can participate in government procurement initiatives and MSME market-support programmes. The Ministry of MSME currently lists Public Procurement Policy and the Procurement & Marketing Support Scheme among its MSME programmes.

Delayed Payment Support

Eligible Micro and Small Enterprises can use the MSME Samadhaan mechanism for qualifying delayed-payment disputes. Udyam registration also supports access to related MSME digital platforms and formalisation mechanisms.

Technology, Quality & Business Development

The Ministry of MSME's current scheme portfolio includes programmes covering ZED, Lean, technology support, innovation and incubation, cluster development, intellectual property, market access and international cooperation. An enterprise must separately meet the conditions of the relevant programme to receive assistance
